Melt 2 tablespoons butter in a saucepan over medium heat
Add 4 minced garlic cloves and cook for 30 to 60 seconds
Stir in 2 tablespoons all-purpose flour and cook for 1 minute
Slowly whisk in 1 cup milk or heavy cream until smooth
Add salt and black pepper to taste
Simmer for 2 to 3 minutes until thickened
Stir in 2 tablespoons grated Parmesan cheese if desired
Remove from heat and use immediately
