Pat the chuck roast dry and season all sides with salt, pepper, garlic powder, and onion powder
Heat oil in a skillet over medium-high heat
Sear the roast on all sides until browned
Place sliced onions, carrots, and potatoes in the bottom of the crock pot
Put the seared roast on top of the vegetables
Add beef broth, Worcestershire sauce, minced garlic, and a bay leaf
Cover and cook on low for 8 to 10 hours or on high for 4 to 6 hours
Check that the roast is fork-tender
Remove the roast and vegetables from the crock pot
Skim excess fat from the cooking liquid if desired
Serve the roast with the vegetables and spoon the juices over the top
