Import your video into Premiere Pro
Drag the video clip to the timeline
Move the playhead to the point where you want to split the clip
Select the Razor Tool by pressing C
Click on the clip at the playhead position to cut it
Switch back to the Selection Tool by pressing V
Click and drag the separated clip segments as needed
To delete a segment, select it and press Delete
To make a precise cut, zoom in on the timeline before splitting
