Be at least 15 years old
Enroll in a Texas driver education course
Complete the classroom portion of driver education
Obtain and complete the DE-964 certificate from your driver education provider
Gather required documents, including proof of identity, Social Security number, Texas residency, and U.S. citizenship or lawful presence
Complete the Application for Texas Driver License or Identification Card
Get a Verification of Enrollment and Attendance form if required and if under 18
Visit a Texas Department of Public Safety office
Submit your application and documents
Pass the vision exam
Pass the knowledge exam
Pay the required fee
Have a parent, guardian, or authorized adult sign the application if under 18
Receive your learner’s permit after approval
