Import the video into Premiere Pro
Drag the clip onto the timeline
Right-click the clip
Select Speed/Duration
Increase the speed percentage
Click OK
Use Time Interpolation if needed
Choose Frame Sampling, Frame Blending, or Optical Flow
Apply Speed/Duration to multiple clips if needed
Use the Rate Stretch Tool for quick speed changes
Export the edited video when finished
