Open the PDF in a PDF editor that supports redaction or text editing
Use the redaction tool to permanently remove the text
Save the redacted PDF as a new file
If the text is editable, select it and delete it directly
If the PDF is scanned, use OCR or an image editor to remove the text from the page image
Flatten the PDF after editing to prevent changes from being reversed
Verify the text is no longer searchable in the saved file
