If you cannot use the online tool, use the IRS IP PIN phone line
If eligible, complete Form 15227 to request an IP PIN by mail or fax
If you are a victim of identity theft, follow IRS instructions to get an IP PIN through the Identity Protection process
Check your IRS account or mailed CP01A notice for your IP PIN each year
