Get a sheet of paper
Fold the paper in half lengthwise
Fold it in half again, then unfold it
Fold the top corners down to the center crease
Fold the bottom edge of the top layer up
Flip the paper over
Fold the bottom edge of the top layer up again
Open the bottom of the folded shape
Flatten it into a hat shape
Adjust the brim to fit your head
