Gather supplies: newspaper or paper strips, flour, water, bowl, spoon/stirrer, scissors, tape or masking tape, balloon or mold, paint, brush
Tear paper into strips (about 1–2 inches wide)
Make paste: mix 1 part flour with 1 part water; stir until smooth
Cook paste (optional but recommended): heat the mixture on low, stirring until it thickens; cool completely
Protect the workspace with newspaper or a drop cloth
Inflate a balloon (or prepare a mold) to the desired size and shape
Cover the balloon/mold with a thin layer of paste (optional)
Dip a paper strip into the paste, press off excess, and apply to the surface
Layer strips with overlapping seams; cover the entire surface for the first coat
Repeat for 3–6 coats, letting each coat dry completely before adding the next
Let the final coat dry fully (typically 24–72 hours depending on thickness and humidity)
If using a balloon: pop it carefully and remove it from the inside
Trim edges or add extra layers if needed; sand lightly if desired
Seal and finish: apply a primer or thin glue/water mix if needed, then paint with acrylic paint
Add details with extra paper layers or craft materials if desired
Allow paint to dry completely before handling
