Gather tissue paper, scissors, floral wire or pipe cleaners, and ribbon
Stack 6 to 10 tissue paper sheets evenly
Fold the stack accordion-style, about 1 to 2 inches per fold
Secure the center of the folded paper with floral wire or a pipe cleaner
Trim the ends into rounded, pointed, or scalloped shapes
Gently separate each tissue layer one at a time
Pull the layers toward the center to form the flower
Fluff and shape the petals as needed
Attach a stem or tie with ribbon if desired
Repeat with different colors and sizes for more flowers
