Measure the waist of the person who will wear the tutu
Cut a piece of elastic to the waist measurement minus 1 inch
Sew the elastic ends together to form a waistband
Cut tulle into strips of equal length
Fold each tulle strip in half
Place the folded end under the elastic waistband
Pull the loose ends through the folded loop to knot the strip onto the elastic
Repeat until the waistband is full
Trim the tulle ends evenly if desired
Sew a lining or skirt layer underneath if needed
Try on the tutu and adjust fullness or length as needed
