Gather materials: newspaper, flour, water, bowl, balloon or mask form, scissors, tape, paint, brush, string or elastic
Tear newspaper into strips
Mix flour and water into a smooth paste
Inflate a balloon or prepare a mask form
Cover the form with tape if needed to help removal later
Dip newspaper strips into the paste
Remove excess paste from each strip
Lay strips over the form and smooth them down
Overlap strips in multiple directions
Add several layers
Let each layer dry completely
Repeat until the mask is sturdy
Cut out eye holes and other openings if needed
Remove the dried mask from the form
Trim edges with scissors
Add extra paper strips to strengthen weak areas
Let the mask dry fully
Paint the mask
Let the paint dry
Add details or decorations if desired
Punch holes or attach string or elastic for wearing
