Build and level the formwork

Screed and smooth the surfaces
Shape the treads and risers
Finish the surface with a broom or trowel
Allow the concrete to cure properly
Remove the forms after sufficient curing
Seal the concrete if desired
Inspect the steps for cracks, level, and safety
