Lay the tissue paper flat
Place one or two sheets on a surface, overlapping if needed
Hold the tissue paper at the center
Gently lift it to form a loose puff
Insert the center into the gift bag first
Let the edges spread out over the top of the bag
Adjust the tissue so it looks full and even
Add more sheets if you want a fuller look
Fluff the tissue paper until it sits neatly in place
