Select the first row by clicking its row number
Hold Shift and drag the row border to the new position
Release the mouse to swap the row
Or cut the row with Ctrl+X
Right-click the destination row number
Choose Insert Cut Cells
Repeat for the other row if needed
To swap non-adjacent rows, cut one row and insert it above or below the other
Use a helper column to sort rows into the desired order if needed
