Open the Photos app
Select the picture you want to convert
Tap the Share button
Scroll down and tap Print
On the Print Options screen, use two fingers to zoom in on the photo preview
The photo will open as a PDF
Tap the Share button again
Choose Save to Files, Mail, Messages, or another app
Select a location in Files if you want to save it
Tap Save
