Start with a square sheet of paper
Fold it diagonally in half both ways
Fold it in half horizontally and vertically
Collapse the paper into a preliminary square base
Fold the top layer’s left and right edges to the center line
Fold the top point down
Unfold the last three folds
Lift the bottom point and flatten into a kite shape
Repeat on the other side
Fold the top flaps inward to make a long narrow shape
Fold the model in half along the center line
Make a neck by folding one long end upward
Make a head by folding the tip downward
Shape the snout with small reverse folds
Fold one side out for a wing
Repeat for the other wing
Fold the tail end into a taper
Add small reverse folds for legs
Shape the wings and body as needed
Crease firmly to finish the dragon
