Heat oil in a large pot or deep skillet over medium heat
Season chicken pieces with salt, pepper, cumin, and paprika
Brown the chicken on all sides, then remove and set aside
In the same pot, sauté chopped onion, garlic, and bell pepper until softened
Add diced tomatoes and cook until slightly reduced
Stir in rice and cook for 1 to 2 minutes
Add chicken broth, saffron or turmeric, bay leaf, and additional seasoning
Return the chicken to the pot
Add peas, carrots, and any desired vegetables
Bring to a boil, then reduce heat to low
Cover and simmer until the rice is tender and the chicken is cooked through
Let rest for a few minutes before serving
Fluff the rice and serve warm
