Gather newspaper or scrap paper, flour or glue, water, a bowl, and a base form
Tear the paper into strips
Mix flour and water into a smooth paste, or dilute glue with water
Dip each paper strip into the paste
Remove excess paste from the strip
Lay the strip onto the base form
Smooth the strip flat
Repeat with overlapping strips until covered
Add multiple layers for strength
Let each layer dry
Leave the finished piece to dry completely
Paint or decorate after drying
