Use a capacitance meter or LCR meter
Discharge the capacitor before measuring
Set the meter to capacitance mode
Connect the meter leads to the capacitor terminals
Read the capacitance value on the display
Use a multimeter with capacitance function if available
Remove the capacitor from the circuit for accurate measurement
Compare the measured value to the rated value
Test electrolytic capacitors with correct polarity if required
Measure using an RC time constant method if no meter is available
Measure using an oscilloscope and known resistor if needed
Check for open, shorted, or leaky capacitors during testing
