Use an anvil
Place the damaged fishing rod in one anvil slot
Place another fishing rod in the other slot
Take the repaired fishing rod from the output slot
Use a grindstone if you want to combine durability without keeping enchantments
Use the Mending enchantment and collect XP to repair it over time
