Select the cells with the drop-down list
Go to the Data tab
Click Data Validation
In the Settings tab, click Clear All
Click OK
If needed, copy the cells and use Paste Special > Values to remove the drop-down while keeping the data
To remove all drop-downs from a sheet, select the entire sheet and repeat the Data Validation steps
