Power off the PC completely
Turn it on, then immediately press and hold the Power button to force it off when you see the manufacturer logo
Repeat 2 more times (3 total forced shutdowns)
On the next boot, select Troubleshoot
Select Advanced options
Select Startup Settings
Select Restart
Press 4 to boot into Safe Mode
Press 5 to boot into Safe Mode with Networking
Press 6 to boot into Safe Mode with Command Prompt
To exit Safe Mode, restart the PC normally
