Measure the desired finished length
Remove the blinds from the window
Fully extend the blinds on a flat surface
Mark the new length on both sides
Remove the bottom rail
Take out the excess slats or material
Cut the lift cords or ladder cords to match the new length
Reattach the bottom rail
Reinstall the end caps or plugs
Test the blinds for even operation
Trim any excess cord and secure the ends
