Gather a sheet of paper
Fold the paper in half lengthwise
Unfold it
Fold both long edges toward the center crease
Fold the paper in half again along the original crease
Cut a small notch at each end
Fold each end inward to form the bow loops
Pinch the center tightly
Wrap a small strip of paper around the center
Secure the center with glue or tape
Adjust the loops and tails into shape
